The name Qo-iê Fêqê is derived from the Iron Elvish language, as Qo-iê Fêqê was founded by Shèbëi Gareg̈me, who was culturaly Iron Elven.
Climate
Qo-iê Fêqê has a yearly average temperature of 22°C (71°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cool 20°C (68°F). Qo-iê Fêqê receives an average of 169 cm/y (66 in/y) of precipitation, most of which comes in the form of rain during the fall. Qo-iê Fêqê covers an area of nearly 6 km2 (2 mi2), and an average elevation of 7226 m (-19242 ft) above sea level.
Overview
Qo-iê Fêqê was founded durring the late 17th century in late summer of the year 1590, by Shèbëi Gareg̈me. The establishment of Qo-iê Fêqê was somewhat plagued by a lack of willing colonists, leading to Shèbëi Gareg̈me electing to pay people to resettle in Qo-iê Fêqê.
Qo-iê Fêqê was built using the conventions of Iron Elven durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Qo-iê Fêqê is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
Qo-iê Fêqê is buildings are grouped arround an odd layout of crampt packed earth streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Qo-iê Fêqê's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Unfortuantly, these boondoggle-of-a-fortified wall are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Looking around Qo-iê Fêqê you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...
Civic Infrastructure
Qo-iê Fêqê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qo-iê Fêqê. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qo-iê Fêqê's parks.
Qo-iê Fêqê has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qo-iê Fêqê.
Qo-iê Fêqê has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Qo-iê Fêqê has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Qo-iê Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Qo-iê Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qo-iê Fêqê's public wards, blessings, and other arcane systems.
Qo-iê Fêqê possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Qo-iê Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qo-iê Fêqê's natural decorations nor waterways.
Qo-iê Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Qo-iê Fêqê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
One or more crime bosses have a powerful influence within Qo-iê Fêqê. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
Qo-iê Fêqê's bank was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.
In Qo-iê Fêqê the utterance of expletives is impossible within city limits. This has changed as the limits have changed, but has not kept up with slang, or swearing in foreign languages.
The Giant hissing cockroach near Qo-iê Fêqê are known to be a mutant strain of the creature.
Qo-iê Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves sacrificing an animal to channel Wild Magic energies of tier 1 via speaking in tongues.
